Sometimes, it's because I didn't fully understand something, and I hope one of the commenters will say something to clarify. Other times, it's something controversial or thought provoking, and I want to read or contribute to a discussion.
Anytime I see a personal blog with comments turned off it tells me the writer either doesn't give a fuck what their readers have to say and think, or they are such a horrible person that all of their comments were personal attacks.
I want to give you my two cents, anonymous writer, and you won't let me!
